A recent report looks at the very young in care in Northern Ireland. It illustrates the desperate straits of such children, citing the case of a four year old who tried to cut her wrists. How can both the short and the long term damage of neglect be adequately addressed? Will the proposals within the new Green Paper, Every Child Matters, help or hinder the well-being of neglected children?
