As the government puts the finishing touches to new regulation on support for adoptive parents, are parents sometimes duped into adopting difficult youngsters?

We talk to the latest couple to consider court action against local authorities after their biddable adopted children turned into nightmare teenagers. And, as the government puts the finishing touches to new regulations on support for adoptive parents,
