Are Local Authorities properly discharging their duties?
Last month the Howard League for Penal Reform secured an important Court of Appeal decision which means that from henceforth local authorities will have to look after children who leave custody. They claim that local authorities across the country are failing to provide proper assessments and care plans for vulnerable children leaving custody, meaning they are in danger of returning to the same the same situations that led to their crimes and imprisonment in the first place.
So what is being done by the government to ensure that they are properly cared for? Jenni is joined by a girl whose case was at the heart of the Court of Appeal decision and Assistant Director and head of the legal team at the Howard League for Penal Reform, Chris Callender.
