France's Economy and Finance Minister Bruno Le Maire says 'we are clearly at the decisive moment of the history of the European Union' and EU solidarity is now crucial.
When faced with the Covid-19 pandemic, the European Union struggled to respond with collective action. The countries first and worst affected, Italy and Spain, complained of a lack of solidarity.
