
US Secretary of State to address Munich Security conference
German chancellor said the rules-based order "no longer exists"
US Secretary of State Marco Rubio will speak at a global security conference in Munich. Ahead of his speech, Mr Rubio has reassured Europeans that the US remains closely linked to Europe.
