UN calls for independent investigation into Libya migrant attack

Forty-four people are known to have died when a missile struck a detention centre housing migrants near Tripoli.

The UN says an attack which killed more than 44 migrants at a detention centre outside the Libyan capital could constitute a war crime. We ask a former US envoy to Libya who might be behind the attack.
