Fighting Resumes in Syrian Enclave

The UN says fighting has continued despite the five-hour truce ordered by Russia. A spokesman said the clashes had made it impossible for UN aid agencies to reach those in the rebel-held enclave, or for its inhabitants to leave. Also: in Germany a court has decided that some cities will be allowed to ban older, more polluting diesel vehicles, and a project in the city of Quetta in Pakistan to respectfully dispose of old or damaged copies of the Koran.
