Tropical Storm Harvey Brings 'Dramatic Flooding' to Texas

At least one person has died in Texas as the Tropical Storm Harvey continues to lash the US state. The governor of Texas, Greg Abbott, says dramatic flooding is his primary concern. We hear from residents and the mayor of Rockport, the city hardest hit by the storm. And has the US agency responsible for disaster response learned its lessons from Hurricane Katrina?
