Catalonia: Spanish Government Rejects Offer of Talks

Authorities in Madrid are to hold an emergency meeting on Catalonia

Spain's government has dismissed an offer of talks over Catalan independence. Earlier, the regional president of Catalonia had suspended plans to secede to allow for negotiations to end the crisis.

The UN High Commissioner for Refugees says it is on full alert for a new escalation in the refugee crisis from Myanmar, after over 11,000 people crossed the border into Bangladesh on Monday alone.

The Red Cross in Madagascar says it's training 1,000 people to help deal with the spread of bubonic and pulmonary plagues across the island nation.
