Why was Portugal’s drug control policy so urgently needed?
Fifteen years ago Portugal developed a new solution to control drug usage across the country. It was decided that drug consumption would no longer be seen as a criminal offence but instead treated as a health problem. Henrietta Moore from the Institute of Global Prosperity explains how the policy came into existence.
