A civil rights investigation is to be launched in the US after a grand jury decided against charging a New York police officer who placed a black man in a choke-hold - the man, Eric Garner, became unresponsive and died. The decision prompted street protests in New York, and activists have called for a march in Washington next week. Mr Garner had been stopped on suspicion of selling untaxed cigarettes.
