US Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov are in Paris to discuss the crisis, with the aim of easing tensions. The US wants independent observers in the flashpoint region of Crimea and direct talks between Kiev and Moscow - while Russia is likely to call for greater representation for Ukraine's Russian-speaking areas in the Kiev government. Meanwhile there is a debate in the US over whether President Obama's foreign policy has emboldened leaders of other countries to act in a way they would not have previously considered.
