Whose responsibility is the CAR?

France has said that it is prepared to send hundreds of extra soldiers to the CAR to save the country from complete collapse. The UN deputy secretary general Jan Eliasson urged the Security Council to strengthen the African Union-led force in the country, and to turn it into a UN peacekeeping operation. Do European powers owe their former colonies? Is there a burden of expectation on the UN to resolve every conflict?
