Who owns Africa's arable land?

Sub Saharan Africa has lots of land that could produce food. So why isn't it? Also, might US banks about to be kicked out of the commodities game? And it may be the capital city of one of the poorest countries in the world but the Angolan capital Luanda has been ranked the most expensive country for foreigners to live in.
