A new resolution is being drawn up at the UN that will focus on "creating conditions" for humanitarian aid to be sent to the country, and Hilary Clinton has called President Assad a "war criminal".
And as reports come in of the Syrian army attempting to re-take the Baba Amr area of Homs, where three western journalists are thought to be trapped, is it time to arm the opposition?
