Why are more and more governments around the world taking an interest in high speed rail?

Recently President Barack Obama set aside 13 billion dollars to help create a network of high speed rail-lines in the USA. And he's not the only leader showing an interest in fast trains. In fact, internationally, there are now more high-speed rail plans than ever before. Vincent Dowd asks what lies behind the surge of interest in high-speed rail.
