The Scooby Gang heads to the eerie town of Banning Junction to spend Halloween with Velma's aunt, uncle and her beautiful and flirtatious cousin Marcy. The townspeople celebrate 100 Years of Halloween, including a crowning of the Queen of the Masquerade Ball and a performance by KISS.
But when spine-tingling events begin to occur, a fearful townswoman blames it on the ghost of Hank Banning, the town's founder and ousted mayor, who's come back for revenge.
