'Super-council' created to cut costs

Three Conservative-run councils in London have announced plans that could see them merge all their services and create the UK's first "super-council".

Hammersmith and Fulham, Kensington and Chelsea, and Westminster say the move could save between £50m to £100m a year. Critics say it would damage services.
