The redevelopment would take 18 months to complete, the council said
Work to build a £70m shopping complex in Stafford town centre has begun.
The Riverside development will have 18 shops, including a Marks and Spencer, a glass roof, a 900-space car park and a six screen cinema.
Stafford Borough Council said demolition of the Bridge Street car park to make way for the redevelopment had started.
The project, which is being carried out by developers LXB Retail, is expected to finish by June 2016, it said.
Council leader Mike Heenan said he was "pleased work was finally getting under way" after plans were delayed in September.
He said: "It has been a long delay and obviously the economic situation has been difficult but it's great to see the developers have got confidence in Stafford and have decided to proceed."
