Councillors in Northamptonshire have voted for a second time to reject plans for 107 new houses in Daventry.
Some members of Daventry District Council felt the original decision made on 15 June to reject for Long Buckby was flawed.
But a second vote on the issue ended with the same result.
A spokesperson for the group opposed to the homes said: "We are obviously very relieved that the application will not be redebated."
He added: "It's fantastic, it's good for the people of Long Buckby and the whole community."
