Carlisle City Council said it hoped it would help reduce the amount of litter on the streets.
Wheelie bins and strong refuse sacks are to be handed out in Carlisle in an attempt to foil litter-attacking gulls.
Seagulls and other animals have been blamed for ripping open bags while searching for food, spreading litter in the streets.
About 5,000 households will receive the sacks and bins which will be collected weekly and fortnightly respectively.
Steve Boyd, from the city council, said: "It's progressively got worse over the past two or three years."
He added: "There's an awful lot of seagulls and this time of year when the chicks are getting bigger, it's getting worse."
