Waste not want not: A letter written on toilet paper

My Grandfather was in the Merchant Navy during the Second World War. Most of the time working on Colliers carrying coal from Newcastle to London or other destinations. During the war he kept in constant contact with his wife and daughter writing letters weekly. Suddenly during the war his letter writing stopped and for three weeks no mail arrived. My Grandmother went to the Shipping Office to ask his where abouts and was told that he was on vital war work and wasn't allowed to contact anybody. Some days later a letter arrived from Joseph explaining that all writing materials had been confiscated and that he was ok. He concluded the letter by saying that she would know what to do with the letter once she had read it-it was writtten on toilet paper! Sadly the letter no longer exsists perhaps it was used as intended?
