Future Economic and Taxation Strategy Debate

On Wednesday 28th June 2006 part of the States meeting involved the Future and Economic Strategy.

As many islanders are interested in the many facets of this difficult issue BBC Guernsey are offering you a chance to listen back to the debate.

The Bailiff Geoffrey Rowland began the debate on Billet D'État Number 11, submitted by the Policy Council, the Future Economic Strategy by asking the Chief Minister Laurie Morgan to give his reasons for supporting the plan...

He was followed by Lyndon Trott the Minister of the Treasury and Resources Department who worked jointly with the Policy Council in preparing the Report...

A composite amendment to the Strategy was brought by Deputy Charles Parkinson and he was next to speak...

The debate continued with other members of the house...

Before Lunch on the second day Laurie Morgan summed up the argument for the Policy Council's Proposal...

After lunch Deputy Lyndon Trott spoke about the Proposals...

Then it was the turn of Deputy Charles Parkinson who spoke in favour of his composite amendment to the Strategy...

The States vote on the amendment was against it. The Bailiff described the 28-19 vote as a 'decisive defeat'.

Pour (in favour): 19 Barry Brehaut, Chris Brock, Al Brouard, David De Lisle, Mark Dorey, Brian Gabriel, Graham Guille, Brian de Jersey, Ron Le Moignan, Tom Le Pelley, Janine Le Sauvage, Mary Lowe, Sam Maindonald, Rhoderick Matthews, Scott Ogier, Charles Parkinson, Ivan Rihoy, Mike Torode and Eric Walters.

Contre (against): 34 Hunter Adam, Bill Bell, Richard Cox (Ald), Stuart Falla, Bernard Flouquet, Leon Gallienne, John Gollop, Dave Grut, Jack Honeybill, Dave Jones, Dan Le Cheminant, Clare Le Pelley, Jonathan Le Tocq, Diane Lewis, Geoff Mahy, Carla McNulty Bauer, Laurie Morgan, Wendy Morgan, Martin Ozanne, Mike O'Hara, Jean Pritchard, Francis Quin, Peter Roffey, Peter Sirett, Duncan Staples, Jenny Tasker, Lyndon Trott and Colonel Peter Walter (Ald).

Other Amendments

John Gollop's amendment on proposition 2 and proposition 6 were both lost under rule 13-4.

David De Lisle's amendment on proposition 5 was also lost under rule 13-4.

Rhoderick Matthews' amendment on proposition 8 about raising motor taxes was defeated with 31 votes against and 16 for.

Day 3 Amendments

Peter Roffey's first amendment - to bring upper earnings limit cap to £100,000 for everyone was lost - 18 votes for it, and 28 votes against.

But his second amendment - £60,000 for employees and self and non employed, and £100,000 for employers was passed - 39 votes for and 6 against.

John Gollop withdrew his social security amendment because Roffey's second amendment has been passed.

David De Lisle's proposal to curtail public spending was lost due to rule 13-4 - not enough members willing to debate.

Mark Dorey's amendment about the contingency fund only using a quarter not a half was lost, 28 votes to 18

Dave Jones's amendment on proposition 12 was "not placed".

John Gollop also "not placed" his remaining three amendments.

Rhoderick Matthews amendment on proposition 13 was lost.

And Chris Brock's amendment to encourage or revive industries other than finance has been passed by a huge majority.

After lunch and the summing up members voted on all seventeen propositions in the Policy Council's future economic and taxation strategy and they were all carried with no no counted votes requested.

The two changes were Proposition 9 which was altered as per Peter Roffey's second amendment which was passed earlier in the day and the new Proposition 17 which was Chris Brock's amendment which was also passed earlier.

Those were the only alterations to the Policy Council plans as they were the only amendments passed.
