The biggest congestion charge scheme ever to be undertaken by a capital city got off to a smooth start in London. Motorists travelling into central London face a £5 daily charge from Monday 17th February 2003, for the first time. At the moment Birmingham is undergoing a major revamp. New leisure and retail developments are expected to change the cities reputation as a concrete jungle.
