General Scarlett led the Charge of the Heavy Brigade, a "foolhardy attack" that was a success unlike the Light Brigade.During the Battle of Balaklava on October 25, 1854, the Heavy Brigade, led by Scarlett overwhelmed the Russian cavalry they faced. This "foolhardy attack", uphill and defying military doctrine was a success but is largely overlooked due to the disaster that faced the Charge of the Light Brigade.
Scarlett was Burnley's first Parliamentary candidate for the Conservative Party. Despite losing the election the people of Burnley showed their appreciation by raising monies for the purchase of three vases. The General, in his gratitude and appreciation threw a huge party. 10,000 of the people of Burnley took part in a procession, and 8,500 sat down to tea in Bank Hall meadow
