A database is being set up to tackle graffiti in Llanelli, including a recent spate of anti-Polish slogans. The location, date and any signatures used will be recorded in an attempt to track down those responsible.
Graffiti artists face �75 on-the-spot fines while council officers say anyone caught scrawling racist or offensive comments will be prosecuted in court.
It is estimated Llanelli has over 1,500 migrant Poles and racist slogans have appeared on walls in recent months.
The number of incidents is put at around half-a-dozen but officers say they are criminal offences.
Carmarthenshire Council environment officer Paul Morris said the authority would be working with Dyfed-Powys Police and would be tackling all types of graffiti.
"All the graffiti offences in the town will now be recorded, which should help us in identifying the offenders," he said.
"For more minor offences we will issue fixed-penalty notices, but more serious offences will be referred to the police and pursued through the magistrates court.
"We have had problems with anti-Polish graffiti in the town - which is a very serious racist offence."
