A couple from Conwy say intimidation and threats have made it impossible for them to use their garden this summer. Even Debbie and Darren Hunter's pet dog is too afraid to step outside the back door alone for fear of being attacked by an aggressive seagull.
It is refusing to take flight, even though its nest has been removed.
But Conwy Council has told the Hunters there is nothing it can do to help.
The couple, who live in the Towyn area, say they are at their wits' end.

Mrs Hunter said: "About four weeks ago, the first one came when we had our dog in the back garden.
"If came off the roof and went for the dog and nearly bit it.
"Then my uncle came out because it was a hot afternoon - he got attacked by it when he got the lounger out."
Her husband added: "You come out with the dog and it comes for us."
Initially there were four seagulls but, since the nest was removed, three seem to have left the area.
But one, nicknamed Gobby by Mrs Hunter's mother, refuses to leave.
"We can't understand why, because there weren't any eggs in the nest," added Mrs Hunter.
"Occasionally they all come back, but now it's just that one.
"It's as if he can hear the backdoor opening - you'll hear that horrible screeching noise that goes on all day.
"We can hear him bang on 0430BST and think 'Oh God, he's awake, please go away'."
