Flintshire Council is considering plans to close a school with just 13 pupils. A council report claims Ysgol y Ddol in Rhydymwyn is no longer viable, after pupil numbers have fallen from 27 to 13 in the last five years.
Meetings will be held with the head teacher, parents and governors to explore options for placing the pupils at other schools nearby.
If an agreement cannot be reached a formal consultation process on the school's closure will begin.
The council said it was reviewing school provision because of falling pupil numbers and the deteriorating condition of some school buildings.
It spends an average of �2,653 per pupil elsewhere across the county, but �10,753 per pupil at Ysgol y Ddol.
