A report recommending shutting two sixth-forms in Rhyl and creating a new centre is to be put to consultation. The 16-19 education review recommends the centre at Coleg Llandrillo, and closing sixth-forms at Rhyl High School and Blessed Edward Jones Catholic High.
Denbighshire's cabinet agreed a consultation period until the end of September, and will discuss the matter again in October.
The council said it would meet the schools, and local representatives.
Dewi Owens, the cabinet lead member for schools and lifelong learning, said there was still "some way to go in terms of seeking the views of all stakeholders, identifying the impacts of the recommendations and the overall shape of any final decision."
He added: "What we must all ensure, of course, is that the best interests of the young people of Rhyl are foremost in our minds when we discuss the issues and determine how we move this agenda forward".
The council claimed there was evidence "that the curriculum currently offered is not meeting the needs of many of the young people in Rhyl at this stage."
It said a change in the system would enable more young people to gain level two and three qualifications.
It said any responses or potential impact, including cost, would be considered before a final decision was reached.
