Controversial plans to change the Welsh assembly's voting system have been backed by a committee of MPs. A report from the select committee on Welsh affairs endorses a move to prevent candidates standing in both constituencies and on regional lists.
Several AMs have been elected to the on regional lists despite being defeated in constituencies.
The UK Government has said that in future candidates should be forced to choose either route.
The report on Tuesday from the Welsh affairs select committee said it supported the proposal. But four committee members voted against the idea, which has also been criticised by the Electoral Commission.
The report questions whether the 60-member assembly will be big enough to cope with its enhanced law-making powers.
The committee suggested that the Welsh Assembly Government should be known as the Welsh executive - a proposal swiftly rejected today by the Secretary of State for Wales, Peter Hain.
The Welsh affairs select committee began its inquiry after the White Paper "Better Governance for Wales" was published back in June.
But before MPs could report back on that consultation document the Government of Wales Bill was published at Westminster last week.
Mr Hain and First Minister Rhodri Morgan will now study the report before making a full response in the new year.
