'Golden goodbyes' divide councils

The payments to councillors have proved controversial
Controversial plans to give long-serving councillors a "golden goodbye" of up to �20,000 have been rejected by councillors in Monmouthshire, but taken up in Swansea.

In October, Labour Welsh assembly members voted narrowly - against opposition from the other parties - to offer severance payments to councillors who have served for 16 years or longer.

Supporters of the scheme say the plans will clear the way for a broader cross-section of people to take part in local democracy.

So far, 12 of Wales' 22 local authorities have voted to reject the scheme and eight have decided to adopt it.

Only Cardiff and Gwynedd Councils are yet to decide on the issue.

Denbighshire - No

The council has voted against the scheme by 14 votes to eight.

Flintshire - Yes

Voted in favour of golden goodbyes by 15 to 12, with three abstentions.

Gwynedd

Yet to vote on the scheme, but have voted against in principle.

Merthyr Tydfil - No

Has voted against implementing the scheme.

Monmouthshire - No

Refected the scheme overwhelmingly.

Neath Port Talbot - Yes

Has voted to implement the scheme.

Newport - Yes

Council has voted 12-8 in favour of the scheme.

Pembrokeshire - No

Council has voted to reject the proposals.

Powys - No

Council has voted against adopting the scheme.

Rhondda Cynon Taf - No

Has voted against adopting the scheme.

Swansea - Yes

Has voted in favour of the proposals.

Torfaen - Yes

Has decided to adopt the scheme.

Vale of Glamorgan - Yes

Has voted in favour of adopting the proposals.

Wrexham - No

Has voted against the scheme.
