Europe's football governing body UEFA has begun disciplinary proceedings against the Italian FA following trouble at the Euro 2004 qualifier in Milan. Up to 10,000 Welsh fans travelled to Milan for Saturday's game and many complained that Italian supporters were throwing missiles at them from the upper tiers.
Others said rival fans were not properly segregated by the police at the match on Saturday.
The Football Association of Wales has written to UEFA attacking stadium arrangements in Milan and the poor behaviour of the Italian fans.
Mike Lee, director of communications for UEFA, told BBC Wales the decision to start a disciplinary inquiry was taken after receiving a report from delegates and watching video footage of crowds at the match.
But, he said, all evidence would have to be considered before deciding whether there was a case to answer.
"On the evidence available and information contained in our delegates' report, there clearly were incidents taking place," Mr Lee explained.

"There seemed to be some problems - not only in terms of violence, but also in policing issues - which will have to be looked at, and on those grounds we have initiated our investigation."
Mr Lee said the behaviour of the Welsh fans would have to be scrutinised, too, and Uefa would consider whether any steps had to be taken in relation to the Welsh FA.
Later, the FAW issued a statement saying it was "particularly disappointing" that the disruption had occurred, as the FAW and South Wales Police had asked the Italian authorities to place a "sterile area" in front of the second tier stand above the Welsh part of the ground.
They had also asked the authorities to hold back tickets for this section - to prevent exactly the behaviour which was seen on Saturday.
"Unfortunately, the advice given to the Italian authorities went unheeded and the Welsh fans were subjected to missiles and urine being thrown at them," the statement said.
"The FAW wish to praise the vast majority of Welsh fans who behaved very well in the hostile atmosphere," it added.
On Monday, nine Welsh football fans were given suspended prison sentences or fined for fighting.
The eight men and a woman appeared before magistrates in Milan after a brawl between groups of Welsh fans erupted in the city centre last Friday evening.
On their return home, fans say Italian police did not take action to stop a barrage of coins, bottles and other missiles raining down on them during the match.
Wales supporter Chris Caldwell told BBC Radio Wales: "I'll be writing a report to the Welsh FA.
"I've been to a lot of matches, worked at the Millennium Stadium, and I feel that the organisation (in Italy) was a sham.
One fan arriving in Cardiff International Airport following the match said: "They were spitting on us and I got hit.
"The police just lost control."
Another fan said: "People were urinating on us, spitting on us and fireworks were thrown at us."
