The imported site then flashed up on the school's internal website.

The teenager was excluded in January after an internal inquiry at Glanafan Comprehensive School in Port Talbot.

Six more pupils who were implicated in the incident were also given fixed-term exclusions, pending a further inquiry.

Head teacher Lynn Hunt conducted interviews with parents before banning those involved in the incident.

But the county council's education director revealed that the excluded pupil still had the right to appeal.

"The governing body disciplinary panel considered the issue of pupil exclusions and decided to agree with the headmaster's decisions," said Karl Napieralla, from Neath Port Talbot County Council.

"One of the exclusions is permanent and the pupil concerned has the right of appeal.

'Bad joke'

However, Mr Napieralla revealed there was no right to appeal for the other six suspended students.

"The six pupils who have been given fixed term exclusions were also considered by the governing body disciplinary panel," he said.

"The decision to give them fixed term exclusions was confirmed. There is no further right of appeal."

The pupils involved had tried to explain the internet site as a "joke which went wrong."

Education chiefs have said there were no pornographic pictures contained on the site.

All the offensive material on the site, which contained the names of both boys and girls at the school, was in the "written word."

"We carried out a thorough investigation into the very inappropriate material," said head teacher Lynn Hunt.
