Developers are aiming to start work next year on a new 240-home village in the Carse of Gowrie after a planning victory. Perth and Kinross councillors approved the controversial proposals for Errol airfield last year.
However, because the project affected trunk roads and was contrary to development plans, the Scottish Government had to look at the scheme.
The government has now ruled that the council's decision can be final.
The move has angered Errol Community Council, which claims the new village is planned for the wrong place and will cause traffic problems as people drive to shops in Dundee or Perth.
Honorary Secretary Michael Almond also criticised the planning process.
"This is not planning, this is anarchy," he said.
"I can't say I'm particularly surprised by this decision because we know from experience that Perth and Kinross Council treats its community councils with contempt.
"It seems that their friends in Edinburgh have the same attitude."
However, Mike McWilliam, from the developers Morris Leslie urged people to think of the benefits the scheme could bring.
He said: "I'm delighted with the result and I think it's well deserved.
"I think it is unusual that a local company creates jobs, and then proposes a development on a brownfield site and we've another 60,000 sq ft left to build.
"We've also said that we'll build our company headquarters here.
"We're giving 60 affordable houses, there's �200,000 pounds going to the Errol community association to complete their village hall, you know, it ticks all the boxes."
Morris Leslie still has to agree certain details with the council, such as education provision and infrastructure, before the plans can be fully rubber-stamped and construction can begin.
