A full review of T in the Park is being carried out by Tayside Police following the traffic problems which marred this year's event. Surrounding roads were gridlocked after heavy rain forced the closure of car parks at Balado, near Kinross.
In a report to the Tayside Joint Police Board, Chief Constable John Vine called the "severe disruption" on the opening day of the festival "disappointing".
He also admitted the force had written a number of letters of apology.
'Significant inconvenience'
Mr Vine said the closure of the car parks had caused congestion on main routes, including the M90 motorway.
He said: "Whilst this did not particularly deter those attending the event it caused significant inconvenience to through traffic and there is little doubt that local communities also faced major disruption.
"In the region of 20 people have contacted the force to raise various issues about this and the assistant chief constable has corresponded personally with them to offer an explanation as to the cause of the disruption and, where appropriate, to offer an apology."
Some residents living near the site called for the music festival to be scrapped following the gridlock.
They complained of difficulties accessing their homes, as well as revellers using gardens as toilets and to dispose of their litter.
T in the Park organisers have previously promised there would be no repeat of the problems experienced this year.
Mr Vine said a number of changes were already being planned for future events.
He added: "In addition there will also be a fundamental review of contingency plans and, in particular, the traffic management plan."
However, he said the event had been an "overall success", with less arrests than in 2006.
