The Scottish Government pledged class sizes of 18 in early primary

Ministers have said they remain committed to capping class sizes at 18 in early primary.

The statement came amid speculation they were set to marginalise a key pledge of the 2007 Holyrood elections, which brought the SNP to power.

Education Secretary Fiona Hyslop is to make a major announcement on class sizes on Wednesday.

She said the Scottish Government would be forging forward with new ways of delivering its class size promise.

Over the past few months the government has been holding talks with local councils.

This has led to widespread speculation the government was set to abandon its target of 18 pupils in the first three years of primary.

Many local authorities have claimed they do not have enough money, staff and classrooms to deliver what the government wants.

They claim they also need a change in the law.

Parents have won legal test cases allowing them to send their children to the school of their choice, even though councils have told them classes were full.
