Calman urges Holyrood shake-up

An independent review of how political devolution has worked in Scotland is recommending that the parliament in Edinburgh should take control of half the income tax raised in Scotland.

The Calman Commission also also proposes that Holyrood should take responsibility for drink driving laws, speed limits and the regulation of airguns in Scotland.

Sir Kenneth Calman spoke to the BBC's Jane Hill.
