Most local authorities expect to freeze council tax when budgets are set later this month, a BBC Scotland survey has discovered. A total of 24 of Scotland's thirty two council leaders said bills would "definitely" or "almost definitely" stay the same in their area.
Here is what some senior councillors have said about the plans:
STEVE CARDOWNIE, CITY OF EDINBURGH
I can say with a great degree of certainty there will be no council tax increase in the city of Edinburgh this year
PETER JOHNSTON, WEST LOTHIAN
There will be a council tax freeze in West Lothian. It's a no-brainer
DAVE BERRY, EAST LOTHIAN
Personally, I think it's a good thing to look at and we're looking very hard at it
STEPHEN McCABE, INVERCLYDE
We've still got to make up our mind
KATE DEAN, ABERDEEN
I would be very surprised if there's anything other than a freeze
DAVID O'NEILL, NORTH AYRSHIRE
We are working towards a zero increase in the council tax
BOB MYLES, ANGUS
The implications of not going for a council tax freeze are pretty dire
ALEX MAcDONALD, WESTERN ISLES
If I were a betting man, I'd say there will be a council tax freeze
IAIN ROBERTSON, WEST DUNBARTONSHIRE
We've already committed ourselves to deliver a budget that will give a council tax freeze
DAVID PARKER, SCOTTISH BORDERS
The Borders council tax will not increase next year
PAT WATTERS, CONVENTION OF SCOTTISH LOCAL AUTHORITIES
I think there are authorities struggling with the idea. I think authorities consider that the money was theirs in the first place. [BUT] Many authorities will be going along and trying to get a council tax freeze
