MSPs warned of slipping standards

The Scottish Parliament's presiding officer has written to MSPs, asking them to buck up their ideas in the debating chamber.

Alex Fergusson is fed up with sloppy behaviour in Holyrood and has issued guidelines on protocol.

They include requiring MSPs to stop addressing each other on first name terms and talking among themselves.

Mr Fergusson stated that he intended to "enforce" the rules to improve the general impression of chamber business.

'Improve proceedings'

The presiding officer said he wanted to avoid too much formality, but among his concerns were "bilateral debate" during proceedings in the chamber.

Mr Fergusson also ruled that MSPs speaking in debates must be in the chamber for opening and closing speeches and for at least two speeches following their contribution.

A Scottish Parliament spokeswoman said the guidance was a re-iteration of existing practice and customs.

She added: "The opportunity was taken at the start of the new term to emphasise this, and particularly with 41 new members.

"The matters raised in the letter aim to improve the transparency of proceedings and help increase accessibility for people watching in the gallery, online or on the television."
