There would be a four-fold increase in funding for small-scale renewable energy projects if the Scottish National Party wins power in Holyrood. Launching an SNP policy paper at the party's conference in Perth, Richard Lochhead MSP also set out plans to create a minister for climate change.
Other steps would include new targets for CO2 emissions, building regulations and alternative road fuels.
Mr Lochhead said it was "time to develop a greener Scotland".
"Scotland is blessed with a variety of useable renewable and clean carbon technologies," he said.
"It's time we used these many advantages to deliver a greener Scotland and new wealth from sustainable economic growth.

"The vision set out by the SNP today will allow Scotland to have a secure energy future, help tackle climate change and create thousands of new jobs."
SNP leader Alex Salmond said Scotland had a "once-in-a-generation" chance to develop green energy sources.
He said �14m would be used to encourage families and communities to move towards green energy sources such as heat exchange and wind turbines.
"The bottom line is that I want a future Scotland with renewable generation in our communities, not nuclear waste convoys on our roads," he said.
"We have the potential, through more local generation, for each and every community in Scotland to play their part in reducing our reliance on fossil fuels."
