A rapist who attacked a teenage girl while on bail for another rape has been sentenced to 10 years in prison.

Thomas Kerr, 20, from Rutherglen, South Lanarkshire, was also given an extended sentence of almost five years under strict monitoring conditions.

At the High Court in Glasgow, temporary judge Ian Peebles described Kerr's crimes as "absolutely appalling".

Kerr was arrested in September 2004 for raping a 32-year-old singer. In July this year he raped a 16-year-old girl.

Tricked her

During his trial, the first victim told how she was chatted up by Kerr in August last year.

He tricked her into a lane near Sauchiehall Street in Glasgow city centre and raped her.

He was arrested three weeks later when DNA from the crime was matched on the national database.

Kerr appeared at Glasgow Sheriff Court and was freed on bail pending trial.

In July, Kerr met a 16-year-old girl who had been drinking cider with her friends.

He offered her some cocaine and they went to a park near Cresswell Street in the city's west end to try it.

She said she lost consciousness and when she came round Kerr was raping her.

In his evidence Kerr claimed both women had been willing to have sex with him.

Sentencing Kerr on Thursday, Judge Peebles ordered him to serve 10 years and three months of the 15-year sentence in jail.

The three months was for the bail offence.

Kerr was also placed indefinitely on the sex offenders register which could make him liable to another five years in jail if he breaks any of the conditions.

Human rights

A special report revealed that Kerr was in a very high risk band of reoffending.

Kerr's first victim criticised the bail system which she claimed had not done her or the 16-year-old victim any favours.

She said: "The sad story is that this girl's ordeal could have been prevented, but it seems a victim has to be half dead before she is heard.

"The reason for all this is human rights legislation which allows these animals their freedom after being charged.

"But where is society's human rights, especially the rights of this young victim?"

The sentence came one month after another rapist, who struck after challenging bail restrictions on an earlier attack, was jailed for eight years.

Robert Stanger, from Stromness, Orkney, raped the women in his car on separate occasions when they were drunk.
