Government officials in charge of property and land registration are set to switch some work from their headquarters in Edinburgh. The executive agency, Registers of Scotland, employs more than 1,400 employees at four locations in Edinburgh and in Glasgow.
Bosses plan to cut staffing levels by about a third over the next 10 years.
Fife, Glasgow, North Ayrshire, North and South Lanarkshire and West Lothian are on the shortlist for other sites.
A decision on what is being described as a "partial and phased move" will be made in the summer.

Plans for mini "satellite" offices in a small number of places are also being examined.
The agency, headed by the Keeper of the Registers of Scotland, handles some Crown and legal documents as well as dealing with property.
It works as a commercial organisation, earning money from its charges.
The Scottish Executive has a policy of devolving government functions around Scotland.
The highest-profile move has been the switch of Scottish Natural Heritage's headquarters from Edinburgh to Inverness.
