The SNP is the only party with policies designed to tackle Scotland's problems, leader Alex Salmond will tell the party's spring conference. In a keynote speech in Dundee later, Mr Salmond is expected to say the other main parties will fight the next general election on English issues.
But Scotland needs its own solutions, Mr Salmond will tell delegates.
He will also announce plans for grants for first-time house buyers, to discourage young Scots from leaving.
He is expected to tell the conference that, to stem the population decline, action is needed to "get our economy going" and provide more job opportunities for young people.
The grants would encourage them to put down roots in Scotland, he will argue.
Health service
On Saturday, the SNP's Holyrood leader, Nicola Sturgeon, used a conference keynote speech to attack Labour's plans for identity cards.
She also challenged First Minister Jack McConnell to take personal responsibility for the NHS.
Ms Sturgeon claimed Scotland's health service was getting worse under the Labour-led Scottish Executive.
It came a week after Tony Blair told delegates at the Scottish Labour Party's spring conference his government had "cured" the NHS, slashing waiting times and lists.
BBC political correspondent Kit Fraser says this is not the case in Scotland, where the executive has been struggling to achieve the same success.
