A charity which works closely with Scotland's ethnic communities has questioned the success of the Scottish Executive's efforts to tackle racism. Positive Action in Housing said the executive's "One Scotland" message was being drowned out by the "constant scapegoating" of asylum seekers.
It said "xenophobic and islamophobic outpourings" from some politicians and the media had stalled the campaign.
The executive said the campaign was only one part of its strategy.
A spokesman said ministers were taking a long-term approach to racism and would challenge discrimination whenever it occurred.
Reduce racism
Positive Action in Housing aims to help members of the ethnic minorities live in good homes, free from discrimination, racial harassment and violence.
In its latest annual report, it praised the intentions behind the executive's One Scotland Many Cultures campaign, which aims to challenge racism and celebrate Scotland's cultural diversity.
But it said the executive was failing to significantly reduce racism, and it was worried things could actually get worse.
The charity said funding was needed for more community-led anti-racist work.
