The law which will implement the European fishing deal has received backing by MSPs at Holyrood. A move by the Scottish National Party to have the statutory instrument annulled failed at Wednesday's meeting of the environment committee.
The SNP attacked the fish quotas agreed in Brussels last December as "flawed" and "dangerous".
The SNP said the 15 days a month limit on Scottish boats fishing in the North Sea is unfair.
The party also claims the rules put lives at risk because there is no extra time allowed for bad weather or rescue operations.
A deal on fishing quotas designed to reverse the decline of several species was agreed by the European Union.
Ports concession
It contained measures aimed at reversing the fall in cod numbers and also cut the amount of hake which can be caught.
However, it was agreed the North Sea fishing fleet could catch 30% more prawns and 53% more haddock.

But fishermen's leaders and environmental groups still criticised the deal, saying it would not safeguard the future of the industry in Scotland. Meanwhile, four Scottish harbours are to be added to the list of designated ports for landing haddock.
The ports are Whitehills, Macduff, Wick and Arbroath.
Fishermen have been campaigning for them to be included on the current list of 19 ports where skippers are allowed to land haddock.
The industry had argued that the exclusion of the ports jeopardised safety at sea and added to costs.
