A quarter of councils have still not issued any ASBOs

Unruly neighbours are making life unbearable in homes across Scotland, according to the Scottish Executive.

But a Frontline Scotland investigation found that a quarter of councils have not issued a single anti-social behaviour order (ASBO).

Proposed new laws promote ASBOs as the accepted solution.

The Chartered Institute of Housing said a whole range of measures were needed to solve localised disputes and stressed ASBOs were an essential part of the process.

The orders can be issued to prevent everything from neighbourhood noise to violence and most other forms of anti-social behaviour.

But despite this, BBC researchers found ASBOs were only used in certain places and that taking action against annoying neighbours can depend very much on where a person lives.

The programme discovered that a quarter of Scotland's councils still have not used a single ASBO.
