Tories warn of voting 'backlash'

The Conservatives have warned that Scotland could face an English backlash unless Scottish MPs' voting rights are curtailed.

Shadow Scottish Secretary Peter Duncan has been outlining plans to tackle the so-called West Lothian Question.

Controversy has erupted over Scottish MPs voting on England-only matters on a number of occasions.

Mr Duncan, who was in Glasgow on Thursday, insisted that his party believes the problem can be solved.

Ministers have relied on Scottish MPs' votes to carry through controversial proposals on foundation hospitals and university top-up fees.

The West Lothian issue took its name from the then constituency of Labour MP Tam Dalyell, almost 30 years ago.

He was the first to identify the potential anomaly of Scottish MPs being able to legislate on policy that would apply in England but not in their own constituencies.

Speaking in Glasgow, Mr Duncan said: "There is no going back on devolution. If we do not make it work, including answering the West Lothian Question, the Union will suffer.

"The practice of Scottish MPs voting through unwanted English-only legislation is destabilising devolution and is playing into the hands of the separatists on both sides of the border.

"Fortunately, we have the West Lothian answer. We will give the speaker of the House of Commons the power to designate some legislation as English-only, building on existing procedures that allow the speaker to certify bills as relating exclusively to Scotland.

"Bills would be considered as at present, with Scottish MPs allowed to participate in the debate. However, they would not be allowed to vote on these bills."

The MP for Galloway and Upper Nithsdale said the stability of devolution and the strength of the Union hinged on change.
