The introduction of a new �1m landing system at Inverness Airport could be stalled by cyclists. They are objecting to an application to close a section of public road near the runway.
But airport managers have argued that the closure is needed to ensure that traffic does not interfere with the new system's radar.
The instrument landing system is a state-of-the-art navigational aid which would allow pilots to land in reduced visibility.
It has already been installed at Inverness Airport.
Access issue
However, it cannot be used until a section of a minor public road next to the runway is closed.
The airport is seeking planning permission for the closure to ensure that road traffic does not interfere with the system.
A number of cyclists and walkers are opposed to the move and are demanding that the road remains open.
Highlands and Islands Airports Limited, which manages the airport, has come up with a proposal to overcome the access issue.
However, if that idea is rejected the final decision will rest with the Scottish Executive.
