The HSE will focus on two key areas

Since 2001, a total of 13 workers have been killed in Scotland's construction industry and 638 seriously injured.

Sadiq Yaquib, the HSE inspector, said: "The number of workers killed in the construction industry is unacceptably high.

"Although we will concentrate on two key areas, falls from height and site welfare, we will also address other health, safety and welfare issues.

"We will deal strongly with poor standards and may take enforcement action, including reporting to the procurator fiscal those who flout health, safety and welfare law."

Last year, Scottish Secretary Helen Liddell said the construction industry's safety record was unacceptable.

Figures suggested that workers in the industry north of the border were twice as likely to dies as those employed in the sector elsewhere in the UK.

Mrs Liddell said that record was "unacceptable" and must improve.

She said one death in the workplace was too many.
