The money owed by council tenants rose again last year
The number of council house tenants in Scotland who are seriously behind with their rent has risen, according to a new report.

A study for the Accounts Commission says that rent arrears have deprived Scotland's local authorities of more than �37m in revenue.

The report said that East Dumbartonshire, North Ayrshire and Glasgow councils had the worst collection rates in Scotland.

Now the commission is calling on local authorities to improve their housing services in order to cut spiralling levels of debt.

Empty homes are a problem
The report says councils should ensure rent is collected on time, attempt to fill empty houses more quickly and make repairs before they become classed as an emergency.

There was a potential �444m of rent to be collected by Scottish councils in the last financial year, but eight authorities failed to secure 10% of what was due.

The report also said more than �31m of income was lost because of properties standing empty.

'Different problems'

The deputy auditor General, Caroline Gardner, said different councils faced different problems but it was time the poorer performing ones learned from those who were doing better.

Last year a study by the Accounts Commission and Scottish Homes blamed poor management by councils for the soaring public sector rent arrears bill.

The study revealed that the level of rent arrears among council tenants had risen by about 17% since 1996.

The report suggests that a proper balance had to be struck between supporting tenants when they need help and being firm with those who simply refuse to pay.
